Currently, less than 1% of the population in Spain is Evangelical, meaning that a full 99% is outside the Church. Increasing numbers within the population consider themselves agnostic or atheist, and only a few continue to have some relationship with the traditional Church. The Churched and the Un-churched are two separate groups and there is little communication between them. Secularists, atheists, followers of Islam, and other religions are part of the un-churched. Thus, the rationale for an outside-the-church strategy is explained as follows:

It is critical to go and make disciples of all the nations represented in Spain and Europe. Disciplers are to meet people in their so-called third places, areas outside homes and workplaces, where people go for expansion, training, socialization, and other purposes. It is important to look outside of the traditional church environment, to more secular places and organizations, where disciples can make a more significant impact. We need to run more businesses and organizations looking to serve the needs of the people we are reaching.
